Action Ideas<\/h4>\n

1. Read this great fact sheet on what the GOP TrumpCare bill\u00a0does to Nebraska<\/a>.<\/p>\n

2. Write a letter to the editor<\/a> of your local paper. Elected officials read these often and it is a way to get your voice heard.<\/p>\n

3. Call your Members of Congress<\/a>. The DNC has a great look up tool<\/a> and gives you talking points on the screen. We suggest asking a specific question and asking the staff person to send a response to you via mail or email. Leave them your mailing address.<\/p>\n

Background on TrumpCare Bill<\/strong><\/h4>\n

The GOP Senators may try to force a vote on the health care bill before July 4th.<\/p>\n

The CBO usually takes 2 weeks to score a bill (essentially how much the bill will cost).<\/p>\n

Our team did get Fischer on camera at the last town hall to say she would not vote for the bill unless there was a CBO score.<\/p>\n

Democratic Senators held an all night floor discussion on the risks of taking away health care for over 23 million Americans.<\/p>\n

 <\/p>\n

Information on the Bill and Process<\/h4>\n

Republicans are falsely saying that the Affordable\u00a0Care\u00a0Act in 2009 was legislated in a similar fashion, when in fact the Democratically-led Senate:<\/p>\n

\nImpact on Nebraska:<\/u><\/strong><\/p>\n

* From 2010-2015,\u00a0under the Affordable Care Act<\/a>, 62,000 Nebraskans gained coverage and the rate of Nebraskans without health insurance dropped by more than a quarter.<\/p>\n

* Before the ACA went into effect, as many as\u00a0767,000 Nebraskans<\/a>\u00a0with pre-existing conditions could have been denied coverage.<\/p>\n

* The Republican health repeal plan would slash Medicaid, jeopardizing services that cover over 230,000 Nebraskans, including\u00a01 in 3 who have a disability<\/a>.<\/p>\n

* In Nebraska, over 239,700<\/a>\u00a0low-income children, pregnant women, adults, seniors, and people with disabilities are part of the Medicaid and\u00a0Children\u2019s Health Insurance Program (CHIP)<\/p>\n

* <\/strong>The GOP health plan\u2019s cuts to Medicaid in Nebraska<\/a> and per capita cap could jeopardize services for people with disabilities who utilize home and community-based services under the program.<\/p>\n

Rural<\/u><\/strong><\/p>\n

* <\/strong>Low-income and rural residents would suffer heavily under the Republican repeal plan<\/a>, which increases costs and slashes spending on Medicaid.<\/p>\n

* GOP “proposals worry advocacy groups, as rural areas are disproportionately affected<\/a> by cuts to Medicaid and premium increases. Rural areas already have more uninsured and underinsured people per capita than the rest of the country.\u201d<\/p>\n

* Hospitals in rural areas<\/a> would be in danger of closing thanks to the GOP repeal\u2019s massive cuts to Medicaid.<\/p>\n

* Real money being taken away from rural hospitals so 3 million of the 1% can get a tax cut.\u00a0\u201cThe new budget also zeroes out grants to state offices of rural health<\/a>, a $9 million program. The Rural Hospital Outreach Grant program, which helps small rural hospitals get resources to create collaboratives with long-term care facilities or with ambulance services, is slated for a reduction of $13 million, to $51 million annually.\u201d<\/p>\n

Women<\/u><\/strong><\/p>\n

*Defunds<\/a>\u00a0Planned Parenthood for one year, making it more difficult for millions of women to access critical health services.<\/p>\n

* Gives states the ability to\u00a0waive protections<\/a>\u00a0that guarantee coverage for maternity care and birth control.<\/p>\n

*Bars<\/a>\u00a0the use of premium tax credits on health insurance plans that cover abortion, meaning women would have to fully pay out of pocket for supplemental coverage.<\/p>\n

*Slashes Medicaid<\/a>, which covers half of all U.S. births, funds two-thirds of all spending on family planning and provides access to women\u2019s health and reproductive services, including cancer screenings.<\/p>\n

People Struggling with Substance Abuse<\/u><\/strong><\/p>\n

* Slashes Medicaid, which is responsible for\u00a0treating 34%<\/a>\u00a0of those struggling with opioid addiction. The end of the Medicaid expansion would also have an\u00a0outsize impact<\/a>\u00a0on states that have been hit hard by the opioid epidemic.<\/p>\n

* Dedicates an\u00a0inadequate amount<\/a>\u00a0of funding for opioid abuse treatment for\u00a0just one year<\/a>, in a pitiful attempt to make up for the impact of the Medicaid cuts.<\/p>\n

* Allows states to waive essential health benefits, which\u00a0cover<\/a>\u00a0substance abuse and mental health treatment, leaving patients to\u00a0pay more for supplemental coverage<\/a>\u00a0that provides the services they need.<\/p>\n

Older, Sicker Americans<\/u><\/strong><\/p>\n

* Permits insurers to charge older Americans five times more than younger Americans for the same plan, effectively imposing an \u201cage tax<\/a>.\u201d<\/p>\n

* Slashes funding for Medicaid, which currently provides coverage for nearly\u00a0two-thirds<\/a>\u00a0of nursing home residents.<\/p>\n

*Reduces<\/a>\u00a0federal assistance for premiums, which would cause some people to pay the full cost out-of-pocket and have a disproportionately negative impact on older Americans from rural areas.<\/p>\n

* Allows states to waive essential health benefits, effectively allowing insurers to offer watered down plans. This means that there\u00a0could no longer be a guarantee<\/a>\u00a0that plans offer many of the basic services that people who are sick utilize often, like coverage for prescription drugs.<\/p>\n

Middle-Class Americans<\/u><\/strong><\/p>\n

* Ends federal subsidies that help insurers keep premium costs lower, which by itself could cause\u00a0double-digit hikes in premiums<\/a>. The impact would be especially bad for middle-class consumers who make too much to qualify for any sort of federal assistance to help cover their costs.<\/p>\n

Lower-Income Americans<\/u><\/strong><\/p>\n

* Ends the ACA\u2019s Medicaid expansion, which provided coverage for more than 11 million low-income Americans. As a result, those who can no longer obtain this coverage would have to\u00a0pay more for less<\/a>\u00a0coverage in the individual marketplace.\u00a0Rural areas<\/a>, which have a higher proportion of uninsured Americans than cities and have hospitals that rely heavily on Medicaid funding, would be particularly hard hit by the GOP\u2019s attack on the program.<\/p>\n

Children and People with Disabilities<\/u><\/strong><\/p>\n

*Significantly restructures<\/a>\u00a0and makes deep cuts to Medicaid, threatening the program that currently:<\/p>\n

Covers<\/a>\u00a0almost 40% of children in America and provides exceptional coverage for those with special needs.<\/p>\n

Provides approximately\u00a0half<\/a>\u00a0of the funds that children\u2019s hospitals collect on average.<\/p>\n

Serves\u00a0people with disabilities<\/a>\u00a0who rely on the program to help cover their home- and community-based services that allow them to live independently.<\/p>\n

* It also would allow for\u00a0waivers<\/a>\u00a0of essential health benefits, which\u00a0include<\/a>\u00a0pediatric dental and vision care, as well as screenings for autism and vaccinations for diseases like Measles, Whooping Cough or Chickenpox.<\/p>\n
