Too incompetent to obstruct.<\/em><\/p>\n<p><em>These findings are entirely consistent with what I\u2019ve found covering the Trump campaign and administration. I\u2019d submit only one addendum: Too dumb to govern.<\/em><\/p>\n<p><em>Many Democrats are disappointed Mueller opted against charging Trump and top aides. But Mueller captured the essence of Trump. Some of Trump\u2019s actions are hateful, some are ideological and some stretch the bounds of constitutionality. But above all, Trump is bumbling.<\/em><\/p>\n<p><em>Federal judges have ruled against the Trump administration at least 63 times so far, an \u201cextraordinary record of legal defeat,\u201d The Post reported last month.<\/em><\/p>\n<p><em>\u2026 Now Mueller has documented more of the same. Trump\u2019s campaign was happy to accept help in the election from Russia but didn\u2019t pull it off. Trump wanted to obstruct the investigation but was thwarted by aides. And the man who claimed he had \u201cone of the best memories in the world\u201d said more than three dozen times in response to Mueller\u2019s questions that he couldn\u2019t recall the answer.<\/em><\/p>\n<p>So there you have it. But that doesn\u2019t mean any of us will sleep any better.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" title=\"\" src=\"https:\/\/lh3.googleusercontent.com\/7cuNQ7nyCXl_sqg7CqfG5gfhs0Ws4-J0F7bDd_cVbUIMBaxZnHvnA0Ly4MIFJr1_-GcNz5IkZQ6WILQjV2gmxeMN_c-UD0euo11K431tTQZgyDLHwFMTBeL5KcL0n3ItOzwnJZWI\" alt=\"\" width=\"400\" align=\"center\" \/><\/p>\n<p style=\"text-align: center;\">***<\/p>\n<p>With the announcement that Joe Biden is officially in for 2020, the Democratic field is now up to 20 candidates.<\/p>\n<p>That, of course, is a lot.<\/p>\n<p>So where do they rank with would-be voters (at least for now)? The new system, called the Heritage Health Adult Program, would have different benefits and more stringent requirements than existing Medicaid.<\/p>\n<p><strong>State Sen.
